PROFILE

Eugene TOH is the Assistant Chief Executive of the Energy Technologies Division at Energy Market Authority (EMA). He leads the development and deployment of advanced energy technologies to support Singapore’s transition towards a secure, sustainable, and low-carbon energy future. He oversees initiatives to accelerate innovation and adoption of emerging solutions, including hydrogen, energy storage systems, carbon capture and digital technologies that enhance power system efficiency and resilience.

Prior to this appointment, he was Chief Commercial Officer, and Assistant Chief Executive of the Corporate Services Division, driving organizational excellence and transformation, including enhancing the professional capabilities and capacity within EMA. Eugene graduated with a Masters Degree in Electrical and Computer Engineering (ECE) from Carnegie Mellon University and a double first class Bachelor’s degree in ECE and Economics, with a major in Philosophy from the same institution in 2006.

He completed the INSEAD MBA programme in 2014, and was awarded the Ford Prize, which is presented to the top student of the cohort. Appointed the Chairperson of a large charity Methodist Welfare Services in Sep 2023, he also seeks to drive initiatives that serve the needs of underprivileged individuals and families. As well as being an avid runner, Eugene is passionate about the arts and enjoys portrait drawing in his free time. Eugene is also the author of Eureka Moments for Leadership, a leadership book that distills real-world insights drawn from his journey as a practicing executive, offering actionable lessons for leaders at all levels.

Trung Ghi has more than 25 years of experience in the energy sector, including over a decade in consulting, advising energy clients across Asia Pacific and Australasia, the Middle East, and North America. In recent years, Trung has focused on helping energy companies across Southeast Asia shape their decarbonisation strategies and energy transition roadmaps. Laurent FABRE is currently heading the business development activities in Africa, Asia and Canada of the International Nuclear Development division of EDF.

In this capacity, he has developed over the last years extensive experience in delivering training and strategic support on the fundamentals of nuclear energy, with a strong focus on capacity-building for newcomer countries. He has contributed to technical meetings organized by the International Atomic Energy Agency (IAEA) and has played a key role in advocating for the development of national nuclear programs.

He has been working for more than 25 years for the EDF Group. He held first various operational and managerial positions in the development and construction of gas-fired and nuclear power station projects, including Hinkley Point C, in France and French oversea territories, in the United Kingdom as well as in Poland. Back in France, he served as Head of group procurement coordination, before working for the development of EDF’s nascent EV charging business in France and in the United Kingdom.

Laurent F. holds a master’s degree in engineering from Grenoble INP and a master’s degree in management from Dauphine University, France.

Donald R. Hoffman has a Bachelor of Science degree in Nuclear Engineering and Science, a Master of Science Degree in Management and Leadership, and a Doctorate of Philosophy in Global Energy Policy.

He served in the US Nuclear Submarine Navy as a Senior Reactor Operator and Engineering Officer from 1970 – 1979.  He was the Manager in the Nuclear Regulatory Commission’s Licensing and Technical Specifications Division reviewing License Applications and Technical Specifications for the 26 nuclear plants that were licensed in the US post TMI from 1980 – 1985. 

Donald founded EXCEL SERVICES CORPORATION in 1985, a global nuclear engineering consulting company. In the thirty-nine years since the formation of the company, EXCEL has become globally recognized as the premier supplier of licensing, regulatory, engineering, technical, operations and critical infrastructure services to nuclear facilities worldwide.

He has pioneered multiple initiatives that have led the enhanced safety and improved performance of reactor plants globally. He has served as Executive Advisor to Government and Industry Leaders.  

Donald is a Past President and Fellow of the American Nuclear Society (ANS). He has served as a former and current member of the Secretary of Commerce’s Civil Nuclear Trade Advisory Committee (CINTAC). He also holds and has held senior advisory positions in the International Atomic Energy Agency (IAEA).

Michael Kruse is the Global Leader of Arthur D. Little’s Energy, Utilities & Resources Practice and a member of the firm’s Executive Committee. With nearly 25 years of professional experience, he is recognized as an expert in the management and recovery of large-scale capital investment programs in the power sector, with a particular emphasis on nuclear energy.

His consulting expertise covers the entire nuclear lifecycle, including nuclear new build (large nuclear power plants and small modular reactors), performance improvement, and nuclear decommissioning. Over the past 15 years, he has advised more than 20 nuclear operators worldwide on optimizing their nuclear assets.

Mr. Kruse has provided multi-year advisory support to about 15 nuclear new build programs including Finland, Turkey, Saudi Arabia, Sweden, United Arab Emirates, United Kingdom, Southeast Asia, Switzerland, and Hungary. On an interim basis, he also served as Acting General Project Manager for the decommissioning of the Mühleberg nuclear power plant in Switzerland.

He holds a Master of Science in Business Administration from the University of Münster, Germany, specializing in Operations Management and Plant Engineering, as well as an Associate Degree in Banking with a focus on Structured Project Finance.

Before joining Arthur D. Little, Mr. Kruse gained early professional experience in general and investment banking at WestLB / Panmoure Gordon, focusing on structured finance.

Assoc Professor. Dr. Nguyen Tuan Khai has been the Vice President of the Vietnam Atomic Energy Institute (VinAtom) since July 1, 2025. His expertise is in nuclear physics.

Before transferring to the VinAtom, he served as the Director General of the Vietnam Agency for Radiation and Nuclear Safety (VARANS) for nearly nine years, from November 2016 to June 2025.

Mr. Khai received his PhD in nuclear physics in 2006 from the Institute for Physical and Chemical Research RIKEN, Japan.

He has spent many years researching experimental nuclear physics with heavy ion beams at the Institute of Nuclear Physics (IPN) Orsay, Institute of Research into the Fundamental Laws of the Universe (IRFU), France; and the Research Center for Nuclear Physics (RCNP) at Osaka University, Japan.

The agency is a foundation established by Korean Government to develop i-SMR.

Dr Kim graduated from nuclear engineering department of Seoul National University in 1988 and completed his master and Ph.D. degrees in nuclear engineering at KAIST in 1990 and 1993, respectively. Dr Kim worked to develop APR1400 in Korea Hydro and Nuclear Power Co, (KHNP) since 1997. And he had major role to get the standard design approval of APR1400 at 2002. In 2006, he led the national project to develop GEN III+ PWR, APR+.

From 2015, he was the project manager for APR1400 USNRC design certification and EUR certification. From 2020, he was the president of Central Research Institute (CRI) of KHNP and he planned the innovative SMR development with the Korean government.

Dr. Pantip Ampornrat holds a Ph.D. in Nuclear Engineering and Radiological Sciences from the University of Michigan, Ann Arbor, USA. She also earned two master's degrees. One from the University of Michigan and another from the Department of Nuclear Technology, Faculty of Engineering, Chulalongkorn University. Her academic journey began with a bachelor's degree in Physics from Mahidol University.


Currently, Dr. Pantip works in the Small-Modular Reactor Regulation Division, Office of Atoms for Peace under the Ministry of Higher Education, Science, Research and Innovation, Thailand. This agency is responsible for nuclear and radiation regulatory oversight in the country. Her expertise spans nuclear safety regulation, reactor component materials, material degradation mechanisms in nuclear reactors, radiation effects on reactor metals, and nuclear reactor design for both research and power applications. She is also proficient in nuclear-based material analysis techniques such as neutron scattering and neutron activation analysis.


Dr. Pantip has led several key projects, including the Construction licensing approval of the BNCT research reactor at Suranaree University of Technology and the regulatory oversight of aging management for the TRR-1/M1 research reactor at the Thailand Institute of Nuclear Technology. She actively follows the development of Small Modular Reactors (SMRs) program in Thailand, and explores regulatory frameworks aligned with IAEA and international standards. She and her division are responsible for developing the regulatory infrastructure in preparation for the SMR regulation, as it will be the first nuclear power program in Thailand.

Kishor U Agrawal is a graduate in Electronics Engineering and MBA in International Business Management.After completing Nuclear Training from NTC  (One Year Training), he joined Nuclear Power Corporation of India Limited on August 1st, 1989. He is a Nuclear Expert in various field having experience of more than 36 years in Nuclear Power corporation of India limited and superannuated as Associate Director in Feb 2025.
 
Kishor U Agrawal is Joint Secretary of Indian Nuclear Society (INS) for last six year. He is Committee member of Bureau of Indian Standards CHD-30 Nuclear Energy for Peaceful applications. He is working as a Nuclear Adviser since March 2025 & involved in evaluating various technologies available in India & worldwide and which are best suitable to Indian companies both technologically & commercially.
 
He has experience in different field like Project construction (at KAPP-1&2, TAPP-3&4 and RAPP-5&6 -total 18 Years) completed in shortest possible time including initial project setting, commissioning & maintenance (at TAPS-1&2 total- 2 years) (This includes PHWRs type reactors of different size 220 MWe, 540 MWe, 700 MWe and LWR type 1000MWe) and Prototype Fast Breeder Reactor.

 

His expertise in Procurement & supply chain management including domestic EPCs & international Contracts for various Nuclear Projects. (13 Years) and involved in the processes for finalizing projects in India with Rosatom,JSC, Russia & EDF, France and involved in establishing fuel supply for KK-3 to 6 Nuclear Reactors (3 Years).

 

He has Comprehensive knowledge of nuclear power plant lifecycle. Expert in cost estimation for various Nuclear Power projects and well connect with Indian & foreign Nuclear Industries and various associations like India Nuclear Society etc.

Mr. Voss is based in Australia.  He has professional registrations throughout the world. He is a Knight in the Sovereign Order of St John.
