
Hayato Nakamura is a Senior Programme Manager of the Paris Agreement Article 6 Implementation Partnership (A6IP) Center at IGES. He has over 15 years of experience in international climate policy, environmental governance, climate change adaptation, and disaster risk reduction (DRR), including EIA/ESIA work across Southeast Asia, and the Caribbean. At A6IP, he leads implementation support and capacity-building activities for partner countries in Latin America & the Caribbean (LAC), Southeast Asia, and the Pacific, focusing on establishing enabling environments for high-integrity carbon markets under Article 6.
Before joining A6IP/IGES, he served as a policy advisor and project formulation specialist with JICA in the Philippines, Myanmar, and the Caribbean. Also served as international expert for the National Ombudsman office of Timor-Leste (PDHJ) as a part of AECID. He holds Master’s degrees in Law from Yokohama National University and Keele University (UK).
