Indonesia’s President Mr Joko Widodo announced. His Presidency in July 2014 ignited keen interest for resources and investments  towards infrastructure project developments to boost the country’s electricity production and distribution.

 

To achieve the national target for electricity generation, Indonesia seeks to encourage the private sector into power generation as the country needs at least $16 billion a year in investment.

 

Mr Widodo has promised to aggressively cut barriers to investment to unlock the potential of the World’s 4th largest nation with the appropriate laws and regulations. With more than one Government department involved in the process, it is crucial to streamline the procedures and provide certainty for investors, to encourage private sector’s involvement, both domestic and foreign.

 

A pro-business government has been established and the introduction of a one-stop services center by the Investment Coordinating Board (BKPM) for permits and licensing. In addition, the Government revised laws and regulations related to electricity, among which includes

 

  • Geothermal Law
  • Regulation on power purchased tariff from IPP by PLN
  • Regulations on the issuance of Business Viability Guarantee Letter by the Government

 

With regards to existing power plants, regulations are issued allowing for and providing guidelines for additional capacities and re-negotiation of power purchased tariffs between the existing IPP and PLN.

 

The slashing of subsidies also marks a turning point in the future of electricity in Indonesia. IPPs are incentivized to invest in the absence of electricity generation subsidies and the possibility for renewable energy developments is nearer with the slash in fuel subsidies.
