Philippines extends biomass FiT Scheme until end 2019, Companies rushing to complete projects

Philippines’ Department of Energy (DoE) has extended its feed-in-tariff (FiT) program for biomass and run-of-river hydropower installations for two years until Dec. 31, 2019. The FiT program allows developers to avail the guaranteed rate for the energy they produce for 20 years. The incentive based scheme grants priority connections to the grid, priority purchase and transmission of, and payment for, electricity generated from renewable energy sources such as wind, solar, ocean, run-of-river hydropower and biomass.
 
Several biomass companies are now trying to complete their projects before the end-2019 deadline to avail the benefits of the FiT scheme.
 
NEGROS ISLAND Biomass Holdings that is building three biomass projects on Negros island, aims to include all three in the government’s FiT program as the company aims to complete the projects by end of 2019. The three projects are - San Carlos BioPower (capacity of 20 MW), South Negros BioPower (25 MW) and North Negros BioPower (25 MW). San Carlos BioPower is expected to be the first of the three units to be completed in 2018 while the other two are expected to be completed before end of 2019.
 
Of the 250-MW installation target for biomass projects, 170.33 MW had so far been taken up and considered FiT-eligible by the DoE. The rates for biomass for 2018 and 2019, are P6.5639 per kWh and P6.5310 per kWh, respectively.
