"Energizing Myanmar Oil/Gas Production

& Electricity Supply Growth!"

Facts about Myanmar Oil & Gas Sector:
  • Myanmar's fuel consumption is estimated to grow at an average of 6 per cent yearly for next four years [2016-2020], outpacing economies of Cambodia, Vietnam and Thailand.
  • ADB estimates that the $67 billion economy of 54 million people, needs $80 billion of electricity, transport, and technology projects through 2030.
  • This unprecedented growth in Myanmar offers untapped opportunities to foreign investments and led to sharp rise in petroleum products demand.
  • Close to 40 blocks were awarded to IOCs and their local partners  in past bidding rounds in 2013 and 2014.
  • Various activities (such as EIA and surveys) and negotiation of production-sharing contract with the state –owned Myanma Oil and Gas Enterprise (MOGE) are going on.

Several international firms are now preparing to step up activity and this anticipated increase in activity highlights the need for a local offshore supply base to improve economics and efficiency.  Many local and foreign firms are looking forward to this bankable and attractive infrastructure project, and a tender to build and operate multiple bases, to be issued by MOGE in the coming months.

To cope with the growing demand and while waiting for the existing refineries to be upgraded, new oil storage terminals and jetties have to be installed to facilitate the oil products imports.  Local and foreign companies are looking to tap into the growing fuel import, retailing and oil storage business.

Attend CMT’s 4th Myanmar Oil & Gas Summit (MOGS) for all these developments and the latest updates.  Evaluate the opportunities in the country’s upstream and downstream oil and gas sectors.

Opportunities in building and operating Offshore bases in Myanmar

    Posted on : 14 Oct, 2016

With several international oil companies starting up operations in Myanmar, the lack of off shore facilities available is causing concern. Currently oil and gas companies use supply bases in Thailand and Singapore, increasing costs and depriving Myanmar of economic benefits.  To remedy this, the Myanmar Oil and Gas Enterprise, MOGE, is planning on issuing a tender for the construction and operation of several offshore bases. It is also looking for an international consultant to lend expertise on the process.

MOGE invited bids from relevant companies for a joint venture in the first half of the year and received 52 expressions of interest (EOI) from local as well as international companies. The process has suffered a setback with no forward movement since the EOIs were received. MOGE has promised to contact all the companies that sent in EOIs when they send out the tender.

Myanmar believes it needs several off shore bases but the exact number will be decided once the consultant is hired. However, no one company will be allowed to operate and build more than one base to prevent a monopoly situation from arising.

For more information on the state of the Oil and Gas industry in Myanmar, attend CMT’s MOGS Summit on Nov 17-18 2016 in Yangon.

MPPE joins Puma Energy to distribute jet fuel

    Posted on : 01 Aug, 2016

The Myanmar Petroleum Products Enterprise (MPPE), under the Ministry of Electric Power and Energy, is planning to cooperate with National Energy Puma Aviation Services to distribute jet fuel at 11 airports, said MPPE director general Thant Zin.

The ministry signed a joint-venture agreement with Puma Energy in October 2015 to form National Energy Puma Aviation Services (NEPAS). The joint venture’s license was granted by the Myanmar Investment Commission (MIC) before the new government took over.

The company has distributed jet fuel at Yangon International Airport since October 1, 2015, and will distribute jet fuel at 11 airports before July 31 this year, according to the director general.

The ministry has long sought to distribute quality jet fuel, but faced difficulties buying machinery and safety equipment, being a state-owned enterprise. According to Thant Zin, the ministry had considered forming a joint-venture company since 2014.

51 percent of the joint-venture company is owned by the ministry, with 49 percent held by Puma Energy.
