Mr. Rainer Brohm

Rainer Brohm has 15 years’ experience in the environmental and renewable energy sector with a strong focus on policy consulting and market research.

He started his carrier as a research fellow at the Potsdam-Institute of Climate Impact Research in the early 2000’s with a focus on global environmental governance and related questions of national policy implementation.

From 2007 until 2014 Mr. Brohm worked for the German Solar Industry Association (BSW-Solar) heading their Governmental Relations and International Affairs department. In this function he developed lobbying and communication strategies as well as industry roadmaps and business model and investment guidelines for the fast growing solar sector in Germany.

In 2014 Mr. Brohm established his own consultancy in Southeast Asia. Based in Hanoi and Berlin his consulting work mainly focuses on the development of beneficial legal and administrational framework conditions for renewable energies as well as market research in Vietnam and other countries of the region. In 2015 he has conducted an extensive study on the Vietnamese solar market on behalf of the German Development Corporation (GIZ) and the Vietnamese Ministry of Industry and Trade (MoIT). Currently he is exploring investment opportunities for solar PV rooftop applications in the Vietnamese commercial and industrial sector on behalf of the German Ministry of Economics and Energy.

Mr. Thomas Leonard

Thomas Leonard Country Manager for Energy & Renewables in Thailand and Indonesia, specialising in renewable power generation and advisory services to other electricity industry stakeeholders. He has more than eight years of experience working directly in the energy industry and a further three years' experience of managing process consultancy projects. Prior to this he was a Marine Engineer in the British Royal Navy for five years. He specialises in providing services to institutions with an interest in the development of power projects. His clients have included government and non-government organisations, fuel suppliers, developers and investors.

Naresh has worked in APAC markets in Conventional Power and renewable power for over 20 years, expanded business for various international brands in the region. Naresh is responsible for developing and leading the origination team for juwi Renewables in the SEA region, with focus on Solar, Wind and storage technologies.

Naresh has extensive experience in Developing and Financing fleet of bankable Utility Scale and Distributed Generation asset. Previous experience also includes SunEdison, where he implemented unique business models and financing structures including a largest Solar powered car park canopy in the region.

Mr. Thomas Jakobsen

Thomas Jakobsen has over 12 years of experience in Indochina, focused on renewable energy. He is the Managing Director Renewable Energy, at Saigon Asset Management, and is responsible for direct investments and advisory services in the renewable energy sector.

From 2009 to 2013, Mr. Jakobsen was Investment Director in Anpha Capital, originating and analyzing potential investments, in Renewable Energy, Real Estate and Infrastructure projects; advising the potential investment companies/projects on Financial Structuring and Corporate Finance and performing due diligence on potential investments.

In 2007 Mr. Jakobsen co-founded Gate To Asia, providing investment consulting for Renewable Energy and Environmental projects in Vietnam, Cambodia and Laos. Additionally, activities included finding suitable technology suppliers for Renewable Energy and Environmental projects, as well as conducting Environmental, Social & Governance assessments of projects for foreign investors.  Prior to that Mr. Jakobsen held General Management and Financial Management positions in industrial companies in Europe and Asia.

Mr. Jakobsen holds a M.Sc. in Economics and Business Administration from University of Aarhus in Denmark, including six months at Katholieke Universiteit Leuven in Belgium.

Mr. Nguyen Viet Tran has 15 year’s experience in various power sectors. Currently the deputy Director of Business Department in Electricity of Vietnam (EVN), he is responsible for energy efficiency, demand side management (DSM) and renewable energy. He has held various positions of functional departments in Petrovietnam Power Corporation (PVPower), Office of the Government (GO) and Electricity of Vietnam (EVN). Mr. Ha Dang Son

Mr. Ha Dang Son has been involving in various consulting and policy advisory activities related to clean energy, climate change and green growth in Vietnam. At present, Son is involved in the Vietnam Low Emission Energy Program funded by USAID to support the Ministry of Industry and Trade of Vietnam in developing new policies and strategies to support private investments in Renewable Energy and Energy Efficiency in Vietnam. Prior to his current position, Son led a team to support the Ministry of Construction in Vietnam in developing the Low Carbon Development Action Plan for the cement sector, and supported the Government of Bhutan in developing the NAMA/MRV Framework and the NAMA proposal for energy efficiency in the building sector.

Mr. Tobias Cossen

Since 2016, Mr. Cossen is heading the Vietnamese-German bilateral cooperation project on the upscaling of wind energy in Vietnam. Working together with the project’s political partner, the Ministry of Industry and Trade (MoIT), it aims at developing the national wind market through policy advise, capacity development and research cooperation.

Prior to Vietnam, Mr. Cossen worked from 2012 until 2016 for GIZ in Berlin, being responsible for renewable energy business partnerships between German and private sector actors in Sub-Saharan Africa and Southeast Asia. From 2009 until 2012, he worked for the renewable energy project developer JUWI being responsible for the establishment of the regional office in Costa Rica/ Central America and the development of the regional wind energy portfolio including the implementation of total 65 MW.

Luu Hoang Ha specializes in Energy, Infrastructure and Natural Resources with 22 years of legal practice experiences. Ha regularly represents Fortune 500 clients and major Vietnamese companies in many of the most complex projects in the country. He has been instrumental in drafting major regulations affecting the Vietnam energy sector. Ha has been consistently recognized by peers as a top tier energy lawyer in independent legal listings such as Chambers & Partners, Legal 500, and IFLR.

Mr. Dave Maslin

Dave Maslin is the Southeast Asia Power Sector Lead for ERM, a multinational environmental resources consultancy.  He has been living in Asia for the past 15 years, and is currently based in Singapore.  Prior to this Dave was based in Manila, as Country Manager for an engineering consulting firm specialising in renewable energy.


With an employment history including experience in the project development arm of the New Zealand state owned generation company and more recently as a consultant in the energy sector, Dave has a strong operational focus to the power business and an understanding of all aspects of power operations, project identification, and development and execution.   



In addition to management and strategic roles he has held he has been active supporting developers in project feasibility studies, bringing together the technical, commercial, environmental and social aspects of project development.  In these roles he has been involved in sensitive issues with stakeholders and public interest groups, particularly where social and environmental issues become prevalent. 


His countries of work experience include New Zealand, Australia, Singapore, Philippines, Indonesia, Laos, Thailand, Vietnam, Malaysia, Cambodia, and India.

Mr. Timothy Simpson

Tim Simpson is a Principal Consultant with over twelve years experience in environmental and social  impact assessment and approvals.  Tim has recently relocated to ERM’s office in Ho Chi Minh City, after being based in ERM’s Jakarta office for the past 4.5 years.  Tim has previously worked for ERM in both Sydney and Perth and prior to joining ERM’s Jakarta office, Tim was employed as an Environmental Advisor on Chevron’s Wheatstone LNG Project in Western Australia. 



Tim is experienced sustainability professional having lead the management and preparation of regulatory EIA across a number of jurisdictions within Australia, Vietnam and Indonesia, as well the management of international ESHIA against lender standards such as the IFC Performance Standards.  Much of this experience has been in the power sector.  Tim has also led environmental and social due diligence in both Indonesia and Vietnam and has supported both lender and project sponsors in understanding environment and social risks associated with their developments or investments.



Tim holds a Masters in Environmental Law and Bachelor of Environmental Science and has a strong understanding of environment and social risks in a number of jurisdictions in South East Asia.

Mr. Nguyen Ninh Hai is Acting Director of Renewable Energy Department under Electricity and Renewable Energy Authority of Minstry of Industry and Trade of Vietnam (MoIT). Mr. Hai has been working as MOIT’s officer in renewable energy field since 2008. Mr. Hai has involved in drafting promoting mechanisms and policies to promote development of renewable energies in Vietnam, including FIT for wind power, biomass, and municipal solid waste to energy and solar, National Strategy on promoting development of renewable energy in Vietnam, National Master Plan on Renewable Energy in Vietnam. Mr. Hai is also Vietnam focal point of Renewable Energy Subsector Network under ASEAN Energy Cooperations.

She started her career at a German Non-government Organisation where she had earned her experience working in the team helping farmers in Binh Thuan province with agriculture projects  with advanced technology to increase their income.
