Mideast Estimated to Spend US$ 89 bn on Refining in the next 20 Years

“Build refineries, build refineries, build them right now!”
—Ali Naimi, Energy Minister, Saudi Arabia Source: The Straits Times, 15 February 2006

From the Gulf states to North Africa, the national oil companies have rolled out a series of ambitious plans for the refining sectors. These plans, which include expansions, integration and new plants are expected to overtake Russia and the former Soviet Union Republics.

The new capacities will boost output from the region by 60%. The expansion is timely as the upcoming capacities will ease the current global oil price volatility. Moreover, Europe and the US are expected to become increasingly dependent on Middle Eastern oil in the next decade. Moreover, other oil consumers are also looking at this region to secure their oil supplies amid high oil price and competition from India and China.

At the same time, global specifications are getting more stringent, especially in Europe and the US. How can Mideast refiners position themselves to meet the demand as well as the specification in these markets?

Besides gearing up in domestic investments, Mideast refiners are also entering joint ventures overseas with other national oil companies. How will these joint ventures evolve and change the global oil supply scene?

Given these new dynamics and upcoming projects in the Mideast and North Africa, CMT is proud to gather an authoritative panel to examine the latest changes in the ME refining sectors and challenges:
