Cassava World d'Afrique de CMT sera inaugurée à Lusaka, en Zambie le 20 et 21 mars 2014 pour présenter la transformation du manioc à partir d'un aliment de base à une récolte commerciale utilisée dans la production de la farine, de la bière, de l'alimentation, de l'amidon et comme source de bioénergie.


LUSAKA, Zambie-- Le 20 mars, Son Excellence Honorable Robert KK Sichinga, député et ministre de l'Agriculture et de l'Élevage, en Zambie, inaugurera la conférence Cassava World d'Afrique. Cette conférence dévoilera les opportunités et les défis dans la transformation du manioc africain en produits agro-industriels garantissant la sécurité alimentaire, le financement de projets, les processus de l'élevage, l'utilisation de la farine, l'amidon, la bioénergie et d'autres dans la production commerciale.


Parmi les principales sessions est celle de Dennis Beunk, spécialiste du Développement Agricole et de l'Agro-industrie, à l'entreprise BrightFace, qui donne un aperçu sur «L'amélioration de la sécurité alimentaire, de la génération de revenus, de la valeur ajoutée et de l'autonomisation économique par la commercialisation du manioc. Entretemps, Diogo Machado, économiste principal à LMC International présente un document sur les «Perspectives du marché mondial de l'amidon et des matières économiques". Une session sur «Les défis du fonctionnement d'une usine de farine de manioc de haute qualité en Afrique" est présentée par Louw Burger, médecin et chef exécutif, à Thai Farm International, et une autre session sur "Les défis de la mise en œuvre des projets industriels sur le manioc en Afrique» est assurée par Jens Thomsen, de l'Institut International Starch A/S.


Le programme de la conférence comprend également des séances spécifiques dans tout pays et région:

  • Mise à jour de l'investissement sur le projet de la plantation du manioc et de l'ajout de la valeur en Tanzanie - Matthew GW de Klerk, directeur général, à la société Cassava Starch en Tanzanie
  • La commercialisation du manioc: De nouvelles opportunités pour les industries Universelles et les petits exploitants de Malawi - V. Navin Kumar, directeur général, à Universal Farming & Milling

Pour répondre aux exigences du marché émergent, les approches et les variétés de l'élevage du manioc seront examinées à travers des sessions sur "les approches de l'élevage pour transformer le manioc en une culture de rente pour la réduction de la pauvreté et pour le développement rural», données par Dr Hernan Ceballos,, chef de Cassava, au Centre international de l'Agriculture Tropicale (Tropical Agriculture) et la session sur "Les opportunités de l'élevage et les défis pour la commercialisation du manioc dans la région de l'Afrique australe" par Dr Ntawuruhunga Pheneas, coordonnateur de SARRNET, éleveur, à l'unité du programme du manioc, à l'institut International of Tropical Agriculture (IITA).

Nigeria is gearing up to produce 3.2 million tons of cassava chips for supply to China under a contract signed between the 2 countries recently. To meet this supply need, Nigeria has already secured over 15,000 hectares of land to grow cassava. The Ministry of Agriculture and Rural Development says that this contract will benefit the Nigerian farmers and processors to a great extent, who are expected to earn as much as $800 million.


The country plans to rope in the African Import/ Export Bank to finance the project with a loan amount of $40 million (N632m).


The country is not only looking at cassava chips for exports, but also the production of chips for livestock industry, starch, sweeteners, and ethanol. Nigeria aims to expand its export of dry cassava chips to over 900,000 tons by 2015.


Apart from the tie-up with China, there are many other developments boosting the cassava industry in Nigeria. Cargill, the world's leading manufacturer of food, has already set up 75,000-ton starch-to-sweetener plant. The plant is expected to reduce Nigeria's dependence on sugar imports.


The cassava industry in the country has been promoted by the government under President Goodluck Jonathan as well. One such example is the N10 billion Cassava Bread Fund provided by the government to train 5,000 master bakers in the country. Another one is the allocation of 6,000 hectares of land by the Delta government to build a plant at Abraka with a capacity to process 72,000 tons of cassava.

Cassava is the second most consumed source of carbohydrate in sub-Saharan Africa, but the crop's industrial potential has been largely unexploited.

 

However, the scenario is fast changing as companies are tapping into Africa's abundant resources to provide value addition to the crops, from starch, animal feed, glucose, bioenergy, beer & more!. Many international alcohol companies have stepped into the African market to use locally available cassava for producing beer. SABMiller and Diageo are two big names in the alcohol industry that have already launched their commercially-made cassava-based beers in Africa.

 

SABMiller claims the first-mover credit in the cassava based beer in Africa when it launched Impala brand of beer in Mozambique in 2012. This year in March, the company brought in cassava based beer to Ghana as well. In Ghana, the beer is marketed under the brand name of Eagle that is brewed by SABMiller's local subsidiary Accra Brewery Limited. On the other hand, by end of 2012 Diageo launched its cassava based beer called Ruut Extra in Ghana.

 

Currently, SABMiller sells 46 local brands across Africa. The company said that it will spend about $300 million to $500 million a year in its African market (excluding South Africa). A major chunk of this investment will go into constructing more breweries and bottling facilities.

 

Both the companies enjoy tax rebates for brewing beer from locally produced cassava. In Ghana, for instance, the government imposes an excise tax of 47.5 percent for beers that have less than 30 percent local content. But for brews with more domestic ingredients, the excise tax is fixed at 10 percent. Since SABMiller uses locally produced cassava for brewing its beer, the company is able to maintain profit margins on Eagle at the same level as its other beers although Eagle is low on cost.

 

The government is also benefitting from the entry of SABMIller and Diageo. Until now a majority of alcohol consumed in Africa was in the form of home brews or illicit liquor. But with cassava based beer, that is cheap and therefore bought by the locals, the government is able to collect tax on these products.

 

Diageo plans to launch more cassava beer brands in the region and is negotiating with other governments in the continent for tax incentives.

 

Hundreds and thousands of farmers cultivate cassava in Africa. Therefore, both the alcohol majors have to source their cassava from many small-scale farmers - which at times can be over seven thousand. It's a cumbersome process to buy cassava from so many individual farmers. Therefore, the companies are trying to establish a commercially viable supply chain that can be beneficial to both the farmers as well as themselves.
