Facts about Myanmar Oil & Gas Sector:
  • Myanmar's fuel consumption is estimated to grow at an average of 6 per cent yearly for next four years [2016-2020], outpacing economies of Cambodia, Vietnam and Thailand.
  • ADB estimates that the $67 billion economy of 54 million people, needs $80 billion of electricity, transport, and technology projects through 2030.

    Industry News

     

    With several international oil companies starting up operations in Myanmar, the lack of off shore facilities available is causing concern. Currently oil and gas companies use supply bases in Thailand and Singapore, increasing costs and depriving Myanmar of economic benefits.  To remedy this, the Myanmar Oil and Gas Enterprise, MOGE, is planning on issuing a tender for the construction and operation of several offshore bases. It is also looking for an international consultant to lend expertise on the process.

     

    MOGE invited bids from relevant companies for a joint venture in the first half of the year and received 52 expressions of interest (EOI) from local as well as international companies. The process has suffered a setback with no forward movement since the EOIs were received. MOGE has promised to contact all the companies that sent in EOIs when they send out the tender.

     

    Myanmar believes it needs several off shore bases but the exact number will be decided once the consultant is hired. However, no one company will be allowed to operate and build more than one base to prevent a monopoly situation from arising.

    The Myanmar Petroleum Products Enterprise (MPPE), under the Ministry of Electric Power and Energy, is planning to cooperate with National Energy Puma Aviation Services to distribute jet fuel at 11 airports, said MPPE director general Thant Zin.

     

    The ministry signed a joint-venture agreement with Puma Energy in October 2015 to form National Energy Puma Aviation Services (NEPAS). The joint venture’s license was granted by the Myanmar Investment Commission (MIC) before the new government took over.

     

    The company has distributed jet fuel at Yangon International Airport since October 1, 2015, and will distribute jet fuel at 11 airports before July 31 this year, according to the director general.

     

    The ministry has long sought to distribute quality jet fuel, but faced difficulties buying machinery and safety equipment, being a state-owned enterprise. According to Thant Zin, the ministry had considered forming a joint-venture company since 2014.

     

    51 percent of the joint-venture company is owned by the ministry, with 49 percent held by Puma Energy.
