Eastern Petroleum prepares for biomass power plant construction

It is reported that the construction contract for Eastern Petroleum Philippines Corp’s 20-megawatt biomass power plant will be awarded by October, constructed in Agusan del Norte and expected to be in operation before the end of 2015, providing power to Mindanao. Eastern Petroleum’s Chairman and Chief Executive Fernando L. Martinez said in an interview, “In about two months’ time we will be naming the firm for our engineering, procurement and construction contract. We are still finalizing that.”

 

The feedstock to be used is woodchips from three to seven year old industrial trees, coconut husks and rice husks from the company’s plantation and local plantations, giving returns to the community. The firm requires 4,000 hectares for feedstock and it still needs to secure an environmental compliance clearance.

 

The company is planning to apply for incentives from the Board of Incentives soon. It will spend about $70 million for the power plant which will be funded through borrowings. Mr. Martinez said they already have a buyer for the power, thus allowing it to operate without relying on feed-in tariffs.

 

Under the investments priorities plan of the government, power generation projects are eligible for tax breaks.

Government to issue new pricing regulation for biomass power plants in Jakarta

A recent issue of The Jakarta Post quoted an official with the Energy and Mineral Resources Ministry, “The government will soon be issuing a new pricing regulation for biomass power plants to encourage investors to take advantage of the city’s waste for power generation.” Kardaya Warnika, the ministry’s Director General of renewable energy and energy conservation said the new pricing, which is often called a feed-in tariff, would be applied to waste-fired power plants in cities. Since waste had important utilization value, given that garbage was now a major problem in almost all cities, the ministry categorized the city waste-fired power plants as special biomass energy, he added.

 

The feed-in tariff is a renewable energy policy that obliges energy suppliers to buy electricity produced from renewable resources at a fixed price, usually over a fixed period. Currently, the main purchaser of electricity produced by independent power producers (IPP), is state electricity company PLN. The policy is especially attractive to energy stakeholders as it includes provisions such as requiring PLN to purchase electricity produced from renewable sources.

Biomass utilization generates energy & profit for Japan's Maniwa

Amidst power shortages in Japan, over 300 “biomass towns” in the nation are exploring and developing a variety of new energy alternatives. One among them is Maniwa, a city in Okayama Prefecture which has successfully developed comprehensive city planning and industrial tourism based on the promotion of biomass utilization for efficient energy output.

 

Its location in the centre of the Chugoku Mountains, and hence its access to lumber, prompted local entrepreneurs to develop a plan to utilize the forest for the city’s biomass business. "Thanks to the private sector's participation, we have been able to make biomass business the pillar of our city's policy," said Mayor Koichiro Ide. Maniwa City Hall’s air-conditioning system is fuelled by wood chips and pellets.

 

On the tourism front, there are organized guided tours to many facilities related to its biomass industry, and also offers accommodations at inns and hotels equipped with wood pellet stoves. The tours have made a tremendous economic impact of ¥580 million over the past 6 years, since its launch in 2007.

 

Another example is a local sawmill and Japan’s leading manufacturer of laminated lumber, Meiken Lamwood Corp., which profits from generating power from leftover wood, bark and other forest residue. The company can now support all its power needs at its plant by itself, and sell surplus electricity at night. This has reduced its annual costs by ¥150 million. It also produces wood pellets and cat litter as a way to make maximum utilization of chips. Meiken President Koichiro Nakashima is considering the construction of a new biomass power plant with a capacity to generate 10,000 kw or more.

South Korea to meet 5 million ton wood pellets demand in 2020 with 75% energy imports

In an effort to promote its vision of “low carbon, green growth”, the South Korean Government is aiming for a sustainable economic growth through energy minimization and resource consumption. This would thereby minimize CO2 emissions. To achieve its aim developing and implementing the use of domestic new and renewable energy technology is the government’s basic plan. Currently, 97% of the energy consumed in South Korea is imported.  The targeted percentage of new and renewable energy for 2020 and 2030 are 6.1% and 11.5% respectively.

 

The government’s decision in 2010 was eight new plants for manufacturing wood pellets. 63% of the land in South Korea is forested, which makes it feasible to use the forest biomass, and simultaneously make employment creation and environment protection possible. It is expected that the demand will reach 5 million tons in 2020, through the expanding use of wood pellets for electricity generation and heat for boilers. Since domestic supply alone cannot cater to the demand, 75% will be imported. South Korea imported woodpellets from 9 countries in 2009, including China, Canada and Vietnam.
