Minister of Agriculture and Rural Development, Cao Duc Phat said the north-central region has great agricultural potential for aquaculture because the region has 670km of coastal line, as well as 23 river mouths and lagoons. There is also has more than 1.6 million ha of forest land.

 

In the 2011-2020 period, the six provinces will call on businesses to further invest in rubber plantations, raising cows and developing aquaculture and seafood processing. Investors in these fields will be granted incentives, such as exemption from land tax, financial support of 50-100 percent training fees for workers, 50-70 percent of advertising fees and 50 percent of transportation costs.

The global rubber supply shortage is worsening due partly to rising demands from China and India, the world’s top consumers of natural rubber. This trend is expected to stay for the next two years at least as the two countries enjoy rapid growth in their automotive sectors.

 

Prices are further boosted by stronger currencies in rubber exporting countries, market volatility in crude oil and other commodities, as well as climate changes affecting rubber production. How do all these factors tie in for the future outlook of the industry? Furthermore, how can existing rubber producers optimize their current yields to ride on this growth?

RUBBER planting has surged in three provinces in the north of Cambodia on expectations that rubber prices will continue to rise in the future, a government official said yesterday.

 

Ly Phalla, director of the Rubber Department at the Ministry of Agriculture, Forestry and Fisheries, said the increase of rubber price this year had led to the expansion of rubber plantations in Kampong Thom, Ratanakiri and Mondulkiri provinces.

“As a result of this increase, we hope that Cambodia will have about 20,000 hectares of additional newly planted rubber this year,” Ly Phalla said.

Globally, rubber demand is also on the rise, and Singapore-based International Rubber Study Group reported yesterday that global consumption would exceed supply this year.

Demand would total 13.3 million tonnes, 114,000 tonnes higher than a previous forecast, while production would increase 6.1 percent to 10.25 million tonnes this year, the group said in an email.

Rubber futures in Tokyo have advanced 36 percent over the past year as demand expands from China and as weather disrupts tapping.

 

According to the statistics obtained from the three provinces, new rubber grown between January and August this year covers a total 18,790 hectares.

Last year the three provinces’ plantations covered 13,000 hectares.

The government will revitalize up to 400,000 hectares of aging rubber plantations in a bid to meet growing domestic demand for high-quality crumb rubber, a senior official says.

 

Director General of plantations at the Agriculture Ministry Ahmad Manggabarani said Wednesday that locally produced crumb rubber was mostly exported because domestic buyers preferred higher quality imports. Ahmad said about 400,000 hectares of the country’s total 3.44 million hectares of rubber plantations would be revitalized by the end of 2010 with the aim to produce better quality raw materials for crumb rubber production.

 

Tony Tanduk, director of the downstream chemical industry at the Industry Ministry, said increasing the quality and quantity of raw rubber would boost the competitiveness of Indonesia’s rubber on the global market.

 

“We have to increase our rubber plantations’ productivity to at least 1 or 2 tons per hectare from just 901 kilograms annually,” Tony said, adding that natural raw rubber fetched about $3 per kilogram on global markets.

 

According to the Agriculture Ministry, Indonesia has the largest area of rubber plantations in the world, with 3.4 million hectares, followed by Thailand with 2.6 million hectares and Malaysia with 1.2 million hectares.

 

However, despite Indonesia’s massive area advantage, it is the second biggest rubber producer, outputting 2.4 million tons of rubber per year, behind Thailand, which produces 3.1 million tons.
