Market Watch recently reported that the outlook for Asian oil refiners is now improving on a likely ramp-up in demand and slowing capacity expansion for the industry. This comes after a tough year for Asian refiners, caused by a sharp fall in margins.

 

Market Watch cited comments by Credit Suisse analysts who are saying that the global refining supply growth is “bottoming out”. They wrote, "Absolute demand has bottomed, and a rebound looks imminent."

 

While they argue the magnitude of the bounce-back was "debatable," they added, "Most of Asian capacity growth is in the bag” stating, “capacity growth [excluding Asia] could get delayed or pushed out again, especially if margins fall in [the second half of 2009]."

 

Daishin Securities analyst Jonathan Ahn, wrote in a recent report (that) “The oil refining market is projected to improve in 2010, when the burdens associated with facility expansion will be significantly eased,” echoed similar views.

 

He reported, "The production capacity of for oil refining facilities in the Asia-Pacific region surged to 802,000 barrels a day in 2008 and 1.5 million barrels a day in 2009, causing oil refining market conditions to deteriorate."

 

Ahn adds that capacity will “decrease substantially to 588,000 barrels a day to in 2010 and 846,000 barrels a day in 2011."

These strategies employed by Asia's leading refiners to stay competitive in today's volatile marketplace, and prepare for the upturn in the near future will be highlighted at CMT's 5th Asia Refining in Singapore.

They are reeling from a double blow of a fall in product demand and surplus capacity as new refineries come on-stream. Dong Quat RefineryVietnam made a splash in Asia Refining sector in early July when the Dong Quat Oil refinery (Vietnam’s first refinery) delivered its first batch of LPG and Gasoline to PetroVietnam Oil Corp. The Refinery turned out an additional 4,300 Cubic Meters of gasoline, 4,000 cubic meters of kerosene and 7,200 tonnes of LPG for the domestic market by 15 July.

 

As Vietnam celebrates the successful operation of her first refinery, which will operate at full capacity by August 2009, Petro Vietnam announced plans to enter into a joint venture with foreign investors to start work on the country’s third oil refinery by September 2009.


Petro Vietnam has not issued an official list of investors, but a representative said that interested companies include PETRONAS, IPIC and GS Group. The Prime Minister approved the project in September 2006, and the oil-rich southern coastal province of Ba Ria-Vung Tau was chosen as the site for the construction.

China refined a record 31.19 million tonnes of crude oil in May, up 10.7 percent over the same month last year, according to the China Petroleum and Chemical Industry Association (CPCIA).

 

According to figures released by CPCIA on 22 June, China’s refined oil output, including gasoline, diesel and kerosene totaled 19.34 million tones. This is an increase of 16.7 percent over the same period last year.

 

Experts are attributing the production increases to surging demand as the Chinese economy rebounds from the slowdown. Sales of refined oil products have topped 18.32 million tones in May, and is up 2.3 percent from April.

 

In fact, Jiang Xinmin, an expert with China’s National Development and Reform Commission said in an interview with Xinhua, that "China's crude output and sales are expected to continue rising, to meet the demand from heavy industry in particular."

 

China will be a key country of focus at the upcoming 5th Asia Refining Congress, which convenes in Singapore on 20-21 October 2009.

 

Yang Weijun, Director of Refining & Petrochemical-Department of Planning & Engineering Institute, PETROCHINA is on the panel of experts sharing at the conference, and will deliver two critical speeches covering the regulatory environment and market demand shaping China’s refining sector.
