Accessing China’s CTL Market/Projects Estimated at USD24bn

Coal has received a major push in technology development, with oil prices remaining above the USD 50 per barrel mark. As economies of scale widens for clean coal technology, major coal producers are including coal as part of their energy mix. Besides China, India, Australia, Philippines and the US are gearing up their investments in the coal conversion as an alternative energy source.

“The Hybrid Coal-to-Liquids Project for Philippines project is designed to produce up to 60,000 barrels per day of synthetic fuel at an estimated capital cost of US $2.8 billion. The output would meet approximately 15% of Philippine’s transportation fuel needs...” Green Car Congress, 21 September 2005.

“State-owned Coal India Ltd (CIL) and Oil India Ltd (OIL) are forming two joint ventures, one for a Coal-to-Liquids plant, the other to increase coal production to feed the plant.”
— Green Car Congress, 28 August 2005.

With plans to invest USD 24 bn in CTL, China is poised to become the biggest coal conversion market in Asia. These projects are equivalent to 1 mn barrels of oil a day.

These plans and regulations present new risks and opportunities that will impact on the return of investments. How should investors manage these new dynamics and adopt the right approach to ensure success?

China’s ambitious CTL plans signals more opportunities for technology suppliers. At the same time, Chinese companies have long used coal-to-liquids technology on a local level, with 8,000-9,000 crude gasifiers deployed to make everything from fertilizer to chemicals. With more projects being planned, how can foreign technology suppliers position themselves to ensure competitiveness in a niche sector?

CMT’s 3rd CTLtec 2006 provides insights to the latest in coal conversions from projects economics to financing to technology. The panel of speakers will share:
• Project Progress & Economics in China, India, Philippines and Australia
• Potential for Technology Suppliers
• Financing through IFC and Clean Development Mechanism (CDM)
